Carbon Neutral Commercial Sector

Renewable energy scheme for large commercial electricity consumers including shopping malls, hotels, banks and major companies.

The Mauritian government has launched a new scheme called the Carbon Neutral Renewable Energy Scheme, specifically targeting large electricity consumers in the commercial sector — shopping malls, large hotels, major companies and banks. This scheme is designed to encourage investment in renewables and energy efficiency as part of the national transition strategy.

Main Objective

For Commercial Businesses

  • Generate your own electricity from renewable sources (solar, etc.)
  • Optimise and reduce your carbon footprint while supporting the national energy transition
  • Benefit from tariff incentives (Time-of-Use tariffs or other mechanisms) to offset investment costs

Why Is This Scheme Being Launched Now?

National Objectives

  • Target a minimum share of 60% renewable energy in the electricity mix by 2030
  • Reduce dependence on fossil fuels, which still dominate electricity generation

Role of Energy Efficiency

  • Reduce net energy consumption across major commercial sectors
  • Create jobs and develop local skills in renewables
  • Facilitate the integration of large renewable capacities into the national grid

Context: Carbon Neutral Industrial Sector Scheme

Before this commercial scheme, Mauritius had already launched a similar programme for the industrial sector under the 2022–23 budget measures. That scheme:

  • Allowed industrial operators to generate up to 150% of their annual electricity consumption from renewable sources
  • Enabled the sale of excess electricity to the national grid
  • Allocated up to 100 MW of renewable capacity for the industrial sector

The new CNCS builds on this proven model and extends the same benefits to the commercial sector.
